The proposed future development of the reserve was based on dividing the site into three zone types for management purposes. These zones were based on landscape geography and hence recreational use.

The primary issue is stabilisation of the beach with regard to removal of three of the groynes, which will modify the shoreline. The remaining foreshore will be given subtle design to achieve a natural look while mitigating the visual impact of sealed areas and buildings. The cliffs will be stabilised with native trees replacing visually dominant exotics. Mass and void planting will delineate space on the plateau reserve and provide strategic view corridors out to the sea.
